PayPal's free developer sandbox provides mock buyer and merchant accounts with OAuth credentials so you can test the full payment flow. Payments, captures, refunds, invoices, and subscriptions. Without moving real money. Test accounts and card numbers are generated in the developer dashboard.

Setup

  1. Create a free PayPal Developer account.
  2. In the dashboard, create sandbox buyer and merchant accounts and copy the REST app's client ID/secret.
  3. Exchange them for an access token, then call https://api-m.sandbox.paypal.com.
